Event Overview:
This event features a panel of seasoned restructuring professionals discussing the Puerto Rican debt crisis and whether PROMESA, the law enacted by Congress to address the Commonwealth's staggering debt and pension obligations, is or is not working in confronting the largest municipal insolvency proceeding in U.S. history. The panel will draw on their experience with other large municipal bankruptcies like Jefferson County, Alabama, which filed under Chapter 9 of the bankruptcy code, to discuss how and why PROMESA differs from Chapter 9 and what those differences may mean for creditors, pensioneers, distressed investors and the citizens of Puerto Rico. Puerto Rico's PROMESA proceeding has raised a host of constitutional, political and economic challenges against the backdrop of a debt crisis affecting the lives of millions of Puerto Ricans, public and private pension funds, institutional investors, bondholders and bond insurers, among others.
